The City of São Paulo published on Wednesday (3) in the Official Gazette of the Municipality a manual developed to assist the installation of paracycles in the city of São Paulo. The document meets the ordinance 47/15 of the Municipal Transport Department to stimulate the installation of equipment in accordance with the National Policy on Urban Mobility. The standardization of these devices, used for parking bicycles in public or private areas, also ensures increased comfort and safety for cyclists.
The installation of paracycles in the city of São Paulo may be carried out in public or private areas, mainly in the regions near commercial establishments, service or institutions that can contribute to the expansion of the vacancies offered, stimulating the use of the bicycle, mainly in places Near the bicycle lanes and other attractive poles.
“The manual establishes rules so that any citizen can install the paracycles in a place near their residence or trade. It works as a Parklet, you create the equipment, but you can not restrict or condition its use when it is installed in a public place. This is another facility that is created in the city, which needs such equipment so much,”said CET Planning and Projects superintendent Ronaldo Tonobohn.
To install the paracycle the citizen must go to the subprefecture responsible for the region and file the request (including sending a site map). The request will be forwarded to the Works Management of the Traffic Engineering Company, which receives the project and verifies the technical possibilities for authorization.
The installation should be done in areas of easy access and good visibility, allowing easy and quick identification by the user, preferably in well-lit places, in order to provide greater safety to the cyclist.
As far as location is concerned, the equipment must respect the pedestrian circulation and may be made in the service area of the sidewalks along cycleways, cycle paths and cycle paths, in unusable areas on squares, sidewalks and runway divisions (until 30 meters of well-marked pedestrian crossings), in places near bus stops or terminals, subway stations, train stations, shared bicycles, in places near the entrance and exit of shops, service and in the premises of residential buildings and Commercial, in accordance with Municipal Decree 53.942, of May 28, 2013.
Favoring mobility by bicycle, prioritizing non-motorized individual transport, was one of the main goals implemented in this management, which since June 2014 inaugurated 228.4 km of bicycle paths in the city.

Since November 2011 the paracycles are considered part of the urban furniture (set of elements that can occupy the public space, implanted, directly or indirectly by the municipal administration) of the city. Currently the capital has 150 paracycle stations and another 1,000 units are planned by the end of this year.
In addition, the bicycle and paracycle integrated into the transportation system, including CPTM, Metrô, and the bus terminals of SPTrans, have 6.225 places, of which 6,033 are on bike stands.
